In 2009 UNEP pioneered a regional network with an initial goal to support ASEAN countries meet their commitments under the UNFCCC. Collectively referred as SEAN-CC, the network is fully represented by all the climate change offices in SE Asia.

The network specifically aims to strengthen capacities of the SE Asia climate change offices on areas requested by network members both at national and regional level, provide a platform for ASEAN network and offices to share knowledge as well as experience of climate policy formulation and implementation.

AREAS OF SUPPORT

The major areas of support are:

  • Capacity and Governance Strengthening. To strengthen national Climate Change governance mechanisms through lessons sharing, capacity building and direct support to Climate Change offices of participating countries.
  • Enhancing Negotiation Capacity. To provide technical assistance to Climate Change negotiators to address capacity gaps as related to international negotiations topics and their implications in the national and regional contexts.
  • Regional network and knowledge platform. To further develop and manage a Climate Change knowledge platform serving the needs of climate change offices and those of their targeted audience.
PROGRAMMES ON NAPs

Asia-Pacific Climate Change Adaptation Forum 
The SEAN-CC Secretariat fund participation of  representatives from ASEAN-CC member countries to the  Asia-Pacific Climate Change Adaptation Forum, which attracts participation of policy-makers, scientists, donors, international organizations, regional intergovernmental bodies, youth, media, researchers, NGOs and other representatives from countries in the Asia-Pacific and beyond. This forum is a platform for participants to share the latest developments, findings, opportunities and challenges in mainstreaming climate change adaptation into development.

Cambodia: Mainstreaming Climate Resilience into Development Planning
The impact will be enhanced resilience to climate change in Cambodia, leading to improved livelihoods, especially for vulnerable groups such as women and children. By 2022, a 20% reduction from the 2012 baseline is expected in the number of households affected by and the economic losses resulting from extreme climate events. The outcome will be sustained institutional and technical capacity to integrate adaptation concerns into development planning. By 2018, agreed strategies on adaptation and DRR will be integrated into at least three sectors. Also, at least 25% of projects in water resources, agriculture, transport, and water supply and sanitation will be climate-proofed. 

Vietnam: Strategic mainstreaming of ecosystem-based adaptation
This project was set up to support Viet Nam’s efforts to anchor ecosystem-based solutions systemically in policy and society. It aims to strengthen the capacity of stakeholders at both national and provincial levels to achieve the mainstreaming of ecosystem-based measures in the national climate adaptation policy framework, and to ensure their sustained implementation on the ground.
The project also provides technical support to its Vietnamese partners in seeking national and international financing for ecosystem-based adaptation approaches, and it assists with efforts to share relevant experiences in regional and international forums.
