The Least Developed Countries Expert Group (LEG) was established by the Conference of the Parties in 2001. It is mandated to support the least developed countries (LDCs) on adaptation under the Convention, in particular, on the process to formulate and implement national adaptation plans (NAPs), the national adaptation programmes of action (NAPAs) and the LDC work programme.

The LEG undertakes its work through a variety of modalities that include technical guidelines, technical papers, technical guidance, training activities, workshops, expert meetings, case studies, capturing and sharing of experiences, best practices and lessons learned, NAP Expo, NAP Central, monitoring of progress, effectiveness and gaps, and promotion of synergy.

Key activities relating to technical guidance and support to the process to formulate and implement NAPs include development of technical guidelines and various resources to guide countries, regional training workshops and NAP Expo events.
The LEG supports LDCs through a variety of modalities such as training workshops, and developments of guides and publications.

TECHNICAL GUIDELINES FOR THE NAP PROCESS

The LEG has elaborated technical guidelines for the NAP process, with input and feedback from the Global Environmental Facility (GEF) and its agencies, and experts from other organizations. The technical guidelines assist LDCs to comprehensively address adaptation in a coherent and strategic manner. In addition, the guidelines assist countries to develop clearly defined adaptation programmes that are country-owned, country-driven, and that catalyze action beyond the implementation of adaptation projects. The guidelines offer a range of options for dealing with each element of the NAP process, and are based on the guiding principles of the NAP process (LEG, 2012. NAPs: Technical guidelines for the national adaptation plan process).

The technical guidelines and related publications for the NAP process are available for download in several languages.

REGIONAL TRAINING WORKSHOPS ON NAPs

The LEG has conducted regional training workshops on national adaptation plans (NAPs) as part of its work programme for 2014–2015.

The training workshops are designed to support countries to advance in their NAP process beyond the training conducted during previous regional training workshops. The regions the workshops are hold in, and in which the LDCs are divided, are Asian LDCs, Pacific LDCs, Anglophone African LDCs and Francophone African LDCs. The workshops are designed and tailored for each region through the support of an advisory group composed of representatives and/or experts from the respective countries, United Nations organizations, bilateral agencies, regional centers and networks, and other international organizations that work on adaptation in the LDCs from the respective regions.

NAP EXPO

The LEG organizes the NAP Expo to bring together a wide range of stakeholders to discuss various issues on the  formulation and implementation of NAPs. Three NAP Expo events have taken place in 2013, 2014 and 2015. More information on the NAP Expo is available under the event pages on NAP Central <http://www4.unfccc.int/nap> and at <http://unfccc.int/6989.php#NAPs>
