The Green Climate Fund (GCF) was established in 2010 to support climate change mitigation and adaptation projects, programmes, policies and other activities in developing country Parties.

As part of the Paris Agreement in 2015, the GCF was “requested by the Conference of Parties to expedite support for the least developed countries and other developing country Parties for the formulation of national adaptation plans, consistent with decisions 1/CP.16 and 5/CP.17, and for the subsequent implementation of policies, projects and programmes identified by them.”

In response to this request, the GCF Board, at its 13th meeting, authorized the GCF Executive Director to approve up to USD 3 million per country through the GCF Readiness and Preparatory Support Programme, intended to support the formulation of NAPs, taking into consideration the UNFCCC NAP technical guidelines and the importance of coordination and complementarity with other NAP-related initiatives and support.

The funding for NAPs as stated above is separate from the existing USD 1 million cap per country per year under the Readiness and Preparatory Support Programme, and that developing countries are not excluded from continuing to access this funding stream if they are accessing funding for NAPs.
