      This NAMA aims to prepare and ensure a sustainable implementation of climate change mitigation actions in the Freight sub-area of the transportation sector at a national scale. The preparation will ensure economic, institutional, social and environmental sustainability of the whole project. The NAMA development process will generate a specific tool  to allow concerned authorities to arbitrate the right decisions to reach Climate Change Mitigation in the Freight Transportation sub-area in matter of mitigation strategies, Monitoring Reporting and Validation (MRV) Plan and funding strategy.

      The measures will require financial support of different modalities such as soft loans, participation of international funds (environmental funds or energy efficiency), multilateral banks and possibilities of sponsoring (by municipalities, ministries, chambers of commerce, trade associations, etc.). Private sector opportunities through sponsorships and manufacturers, workshop associations, etc. are to be taken into consideration as well

      Necessary activities to strengthen the administrative capacity of the entities that must implement the measures. Capacity requirements shall be mainly oriented to support the creation of new financial incentives and mechanisms.

      The amount above is a cumulative amount to be reach in 2030 for an incremental implementation of the NAMA related mitigation actions starting in 2018. The amount of estimated emissions reduction was calculated as the difference between the “Business as Usual” emissions trend for the sector at a national scale and the potential emission reductions. First a high and a low value was estimated for each year along the NAMA Time schedule.It is important to know that the value that is given here was calculated using the low potential emission reduction value associated to each mitigation action and the high value would have given an amount of 13,99 MtCo2e.

      In general, as transportation depends almost only on fossil fuels, energy security is a major issue for the sector. There is a direct link between energy security and climate change mitigation actions focused on alternative fuel options like bio-fuel or electrification. The proper demand measurement allows a better logistic for the vehicles stock and so, a decrease in the transportation costs, the travel distances and or/durations and positively affects productivity, working conditions and general living conditions for the freight transportation workers. Some of the higher costs generated by an inefficient transport system is the time lost by traffic congestion. Some of the major improvements are the ones related to a better public health and the impact of a sustainable transportation development on air pollution, noise exposure, vibrations, and infrastructures safety and quality.
      • Environemental co-benefits: Better air quality, natural resources protection, biodiversity protection, noise reduction, land cover/use, better energy management.
      • Social co-benefits: Public health improvement, stakeholders sensibilization, safety and living standards improvement, drivers comfort, infrastructure connectivity, traffic fluidity improvement.
      • Economic co-benefits: Energy savings, jobs creation, technological transfer, energy safety and savings related to travel costs, reduction of unemployment rates, health costs, journey distances and durations, productivity and incomes improvement.
