      The Neighbourhood Investment Facility (NIF) is a financial mechanism aimed at mobilising additional funding to cover the investment needs of the EU Neighbouring region for infrastructures in sectors such as transport, energy, the environment and social issues (e.g. construction of schools or hospitals). The NIF also supports the private sector particularly through risk capital operations targeting Small and Medium-sized Enterprises.

      In order for the EU to meets its commitments in terms of climate finance, specific Climate Change Windows (CCWs) have been created in EU regional blending mechanisms such as the NIF.  The CCWs encompass both public and private investments in strategic areas such as transport, energy, environment, water, sanitation and forests.

      Projects receiving a grant contribution from the NIF must be located in an ENP partner country which has signed an Action Plan with the EU. On a case-by-case basis, taking into account regional or specific circumstances, other countries may also benefit from NIF interventions. There is no pre-defined allocation, although funds for Eastern and Southern Neighbourhoods are earmarked separately.

      The NIF aims to create a ‘partnership’ by pooling together grant resources from the European Commission and the EU Member States and using them to leverage loans from European Finance Institutions as well as own contributions from the ENP partner countries.  Accordingly, to receive a grant contribution from the NIF, a project must be financed by an eligible European Finance Institution.

      European institutions are multilateral (European Investment Bank (EIB), the European Bank for Reconstruction and Development (EBRD), Council of Europe Development Bank (CEB) and the Nordic Investment Bank (NIB)), and a number of bilateral development financial institutions from the EU Member States: currently, Agence Française de Développement (AFD), Agencia Española de Cooperación Internacional para el Desarrollo (AECID), KfW Entwicklungsbank (KfW), Oesterreichische Entwicklungsbank AG (OeEB), Società Italiana per le Imprese all'Estero (SIMEST) and Sociedade para o Financiamentodo Desenvolvimento (SOFID).

      Finance is made available in support of public infrastructure projects, technical assistance and risk capital operations.
