The EU-Africa Partnership on Infrastructure was launched in October 2007 in Addis Ababa by the African Union Commission (AUC) and the European Commission. The main objective is to promote investment in regional infrastructure in Africa, thereby contributing to poverty reduction and increasing access to transport and communication services, water and energy. The EU-Africa Infrastructure Fund (ITF) is a fund of grant resources provided by the European Commission and certain European Union Member States. The grant resources are blended with long-term loan financing from selected development finance institutions, helping to mobilise additional project finance and foster sustainable economic growth. In order for the EU to meets its commitments in terms of climate finance, specific Climate Change Windows (CCWs) have been created in EU regional blending mechanisms such as the ITF.

F.1	Description	ITF Grants are always connected with loan investments provided by one or more Financiers. It is only the Financiers that are entitled to submit Grants requests for infrastructure projects that may be eligible for ITF support, the ITF Secretariat cannot do so directly. A project promoter therefore has to approach one of the Financiers with his project idea. The Financier, if interested in investing in the promoter’s project and if the Financier considers the project to be eligible, will first discuss the project with the other Financiers. As a group they will decide whether or not the project is eligible for ITF Grant support and prepare the submission of the Grant request to the group of ITF Donors.

At September 2013, the cumulative total of grant operations approved by the ITF stood at EUR 385 million. Of 17 approved ITF grants in 2012, ten contributed to projects that support climate change mitigation and/or adaptation.
