DescriptionOfMitigationAction: This NAMA aims to advance the implementation of the country´s Platform for the Generation and Trading of Forest Carbon Credits(PBCCh). This NAMA includes the development of pilot sites that will be established in different types of forests and land ssuitable to forestation. These pilot units will be the first to generate units for trading under the PBCCh. These pilots will include improvements in land titling processes,the identification and implementation of more appropriate forest management techniques,the generation of sub‐national reference levels and MRV systems, among others issues related to forestry carbon projects.

CommentsOnFinancialSupport: CONAF has estimated a total cost of 22.8 million USD for the implementation of the National Forestry and Climate Change Strategy, including the Platform for the Generation and Trading of Forest Carbon Credits. Of this amount, the Chilean Government is committed to contributing 8.4 million USD. Of the 14.4 million needed in incremental costs of implementation, CONAF is already developing individual agreements with the World Bank (through the Forest Carbon Partnership Facility) and the Swiss Government for approximately 6.65 million USD of support. This being the case, the amount of financial support that Chile is requesting through the NAMA Registry for this NAMA is 7.75 million USD in grants. In total, these various sources would cover the total cost of implementation of the National Strategy.

EmissionReductionsComments: CONAF estimates that the total cumulative capture of emissions that will result from the full implementation of the National Forestry and Climate Change Strategy from 2013 to 2020 will be approximately 42 Mt CO2e. The implementation of this Strategy includes the development and implementation of the Platform for the Generation and Trading of Forest Carbon Credits in Chile. It is possible that some of the carbon credits generated and traded under the (PBCCh) will be sold internationally, which will be accounted for in Chile´s national pledge from here to 2020.
OtherIndicatorsComments: The National Strategy has been developed by a wide range of experts from Chile, Switzerland, the World Bank and another Chilean Ministries and international support agencies. The Strategy is also interlinked with with the REDD+ Chilean proposal to the FCPF, where social and environmental safeguards are being fully considered. The MRV system being developed for the National Strategy will also include indicators related to biodiversity, gender equality, adaptations issues, among others.

OtherRelevantInformation: Through the implementation of this NAMA, the Government of Chile will be facilitating the creation of an economic alternative for owners of degraded land, mainly small and medium-size ones, which in turn will result in a new impetus to the forestry activity in the country, thereby increasing rates of afforestation and restoration of natural forests due to a greater economic expectation of owners based on this new commercial option. At the same time, the establishment and enhancement of forest resources in the country will result in the generation of an environmental asset that will be a key part of the national strategies of mitigation of GHG emissions. The implementation of this NAMA will also serve to lower the financial barriers faced by owners who wish to participate in the forestry business in general and in carbon markets.
