The NIF also supports the private sector particularly through risk capital operations targeting Small and Medium-sized Enterprises.<br /> <span style="line-height: 115%; font-family: 'Calibri','sans-serif'; font-size: 11pt; mso-fareast-font-family: Calibri; mso-bidi-font-family: 'Times New Roman'; mso-ansi-language: EN-GB; mso-fareast-language: EN-US; mso-bidi-language: AR-SA;"><br /> In order for the EU to meets its commitments in terms of climate finance, specific Climate Change Windows (CCWs) have been created in EU regional blending mechanisms such as the NIF. <span style="mso-spacerun: yes;">&nbsp;</span>The CCWs encompass both public and private investments in strategic areas such as transport, energy, environment, water, sanitation and forests.<br /> </span></span>

On a case-by-case basis, taking into account regional or specific circumstances, other countries may also benefit from NIF interventions. SupportProvisioningDescription: Projects must support the priorities of the ENP Action Plans or related thematic policy priorities, avoid replacing private financing (additionality), and be complementary to corresponding regional, national and local strategy and measures. The application for a NIF grant is made directly by the European Finance Institutions providing financing to an eligible NIF project. On a case-by-case basis, a Lead Finance Institution is designated to present the project for approval by the NIF bodies. Once a project has been approved, the partner country and/or the Lead Finance Institution is responsible for launching the tenders for the project. It is usually the Lead Finance Institution's procurement procedures which apply (and not that of the European Commission).

SupportInformationProvided: 66 projects have been supported in the region (end 2012), with a NIF contribution of EUR 590 million and a project value of over EUR 18.4 billion. Out of the 66 projects supported so far by the NIF, nearly two thirds (41) were low-carbon and climate resilience projects and received NIF contributions worth €332 million (€98 million in the East and €234million in the South).
