Title: Thailand Refrigeration and Air Conditioning NAMA (RAC NAMA)
DescriptionOfMitigationAction:
The Refrigeration and Air Conditioning (RAC) sectors account for approximately 20% of the total Thai GHG missions. The sectoral emissions are projected to triple by 2030. Emissions are resulting from the use of high GWP refrigerants (10%) and energy consumption (90%).

There are currently no GWP limits on the refrigerants used and energy efficiency standards could be strongly improved.

The NAMA comprehensively approaches four intervention areas 1) production & sales of GreenRAC equipment, 2) use and servicing, 3) adapting the political and financial framework and 4) awareness raising on benefits and behavioural change. The NAMA will transform production and use of RAC appliances for domestic and commercial air conditioning and refrigeration.

Key stakeholders benefit and support the targeted transformation: Manufacturers produce technical advanced, sustainable and competitive products for the domestic and export market. Technicians in the service sector are employed and trained, while users will have lower energy and refrigerant bills. The private industry, both manufacturers and large end users, are a key driving force for the NAMA.

The NAMA bundles and leverages the existing financial mechanisms to promote energy efficient RAC devices through the GreenRAC Innovation Fund (GRIF). The NAMA seed funding to the GRIF is leveraged by 7-fold.

The RAC equipment introduced within the project period results in emission reductions of 19.4 Mt CO2eq over the lifetime of the equipment, an annual reduction of around 2Mt in 2020 - i.e. 0.6% of the Thai total GHG (BAU 2020), over 6.4% of total emissions or 46 Mt CO2eq against BAU 2030.
