A MRV system in the Energy sector has to be developed. Also monitoring and evaluation capacity are low. Research and Academic institutions exist, even a Regulatory framework for both on Grid and off-grid supply and distribution. Therefore the need is clearly to strengthened existing bodies in order to support a NAMA framework and infrastructure
